With reference to War Office letter dated 18th March 1876 on the subject of Haughlin's proposals for the proposed extensions of the land leased to the Wong Hong and Wharf Company at Howloon; I am directed by the Secretary of State to forward for the information of Mr Secretary Chamberlain the enclosed copy of further correspondence which has taken place between the Governor of Hongkong and the General Officer Commanding on the subject, together with a draft of a reply, which it is proposed to send to the latter, being a copy of the General Officer Commanding's letter addressed to this office under date 8 February 1897 (copy enclosed); and to ask whether Mr Chamberlain has any observations to make on the draft.

2. I am to request that the draft may be returned to this office.
